- Constructed between the 1930s and early 2000s.
- 10 buildings designated to perform as “post-disaster” facilities.
- Many buildings are classified as Class 4 facilities.
- The data from the facility assessment needed to be reconciled with the data from the energy study. This resulted in comparative analysis on the simple payback of different energy conservation measures.
- A team of seven consulting engineering firms undertook an assessment of each building. The City was provided with a Facility Condition Index (FCI), Extended Facility Condition Index (EFCI), and Facility Needs Index (FNI).
- The City tendered competitive bids for urgent structural repairs to one of the buildings and a number of re-roofing projects.
- The City developed a recapitalization plan to address the current backlog of deferred maintenance, the forecast capital renewal projects over the next 20 years, and the upgrades to the “post-disaster” buildings.
