BC Recreation & Parks Association
2008
- Size: 855 publicly and privately owned recreation facilities
- Use/Occupancy: Recreational
- Types of recreation facilities: indoor pools, outdoor pools, ice rinks, curling facilities, community centre, senior’s centres, and youth centres.
- The Association and its architect devoted three years to a five-phase master study that included theoretical “desktop” estimates of the Provincial infrastructure renewal costs.
- In the final phase, the team was engaged to carry out detailed site assessments at a sample of 36 facilities to validate the theoretical lifecycle assumptions for each type of building.
- The Association was provided with a range of facility indices to enable comparative evaluation of the physical condition and functional obsolescence.
- Empirical data was also provided based on visual observations and that was quantifiable and measurable.
- Empirical data was further supported by cross-reference to statistical data based on aggregate analysis at all the in-scope facilities.
- The Association used the findings and recommendations to develop the Provincial reinvestments extrapolations.
- THE BCRPA prepared an advocacy-funding platform.
- Facility condition assessments, Level 1
- Functional needs assessment
